Press release

Finland will conduct a confidence and security building inspection conform to the Vienna Document 2011 in Slovenia from 15 to 18 October 2019.

The area covered by the inspection will include all the units and principal training areas of the Slovenian Armed Forces. The TRIGLAV STAR multinational mountain troops exercise conducted in the Julian Alps in Northwestern Slovenia will coincide with the inspection.  Approximately 300 personnel from Slovenia, Great Britain and the United States will participate in the exercise.

The inspection team will consist of three Finnish and one Swiss officer. An official representing the OSCE Conflict Prevention Center, CPC, will also participate in the work of the inspection team as an observer. The objective of the observation is to support the cooperation between OSCE participating States and the CPC, and offer the CPC an opportunity to acquaint itself in detail with practicalities of arms control.

The aim of the inspection is to verify that there are no military activities in the specified area that are subject to prior notification according to the Vienna Document. The aim is also to verify the information about units in the inspection area that Slovenia supplied to the OSCE and to train our own personnel for arms control duties and to show Finland’s involvement in multinational arms control as well as its impartiality.
