Finland and Sweden signed a new technical arrangement regarding the provision of host nation support (FISE HNS TA) on 2 December 2025.
“We will strengthen the defence of Finland and Sweden through a new technical arrangement on host nation support. We will have more precise practical arrangements for the provision of host nation support, and this will enable effective support for military activities in the territories of Finland and Sweden in all circumstances, including during crisis and emergency conditions,” Minister of Defence Häkkänen said.
The technical arrangement between Finland and Sweden complements the Memorandum of Understanding concerning the provision of host nation support (FISE HNS MOU), making practical procedures and arrangements clearer.
As the technical arrangement applies to several branches of government, it was prepared in cross-government cooperation.
“I would like to thank the ministries involved in the preparation for their excellent cross-government cooperation,” Minister Häkkänen said.
Authorised by Minister of Defence Antti Häkkänen, Lieutenant General Vesa Virtanen, Chief of Defence Command Finland, signed the document on behalf of Finland.
