United Nations Comprehensive Protection of Civilians Course 


1. Concept and Purpose of UNCPOC

The aim of the UN Comprehensive Protection of Civilians (UNCPOC) Course is to strengthen the understanding of the participants on how POC, Child Protection and Conflict-Related Sexual Violence considerations affect military planning processes at the tactical level. The course provides in-depth examination of core protection tasks that are performed by personnel with dedicated protection functions in order to implement the mandate effectively in the field.


2. Course Objectives and Learning Outcomes

  • Demonstrate knowledge of Comprehensive Protection of Civilians (CPOC) according to the protection of civilians in the United Nations Peacekeeping Handbook.
  • Identify the legal framework relevant to CPOC according to mission mandate
  • Integrate CPOC considerations into military decision-making processes at the tactical level according to operational framework with the support of SME
  • Perform collaboration with components and relevant actors in a UN Peace Operation environment
  • Apply the CPOC concept, ensuring the mission’s success according to the mission mandate and the Protection of Civilians in the United Nations Peacekeeping Handbook.


3. Student Criteria

This course has been designed for military/police/civilians working at the tactical level in the UN PKO and IO/NGOs working with the UN in these operational environments.

To be eligible to attend the course, applicants must fulfil the following criteria:

  • Military officers (OF-2 through OF-5) or civilian or police equivalents working in areas related to crisis management in the wider context or who work currently in a crisis area or can be prospective participants in the future operations or missions
  • Personnel working in relation to protection functions and who are required to or are positioned to act on the Protection of Civilians in their respective organisations
  • IOs and NGOs.

Educational background:

  • Academic degree (EQF 6 and 7) or equivalent military education
  • Participants shall be experienced experts in their own field.

Language Proficiency:

  • UN level III Working Language Proficiency (WLP) – Advanced language competence. The students are expected to present findings of syndicate work both verbally and in writing.  

Female candidates are strongly encouraged to apply to this course.  

4. Course duration and dates 

Pre-course self-study 2 days, residential phase 7 days

UNCPOC 8 - 14 JUNE 2024 in Nairobi, Kenya.
