Peace Support Operations Cooperation Course (Tactical level)

1. Concept and Purpose of PSOCC 

The aim of the PSOCC is to prepare military, police and civilian personnel for coordination, cooperation and liaison tasks, on a tactical level, in Peace Support Operations led by UN, AU, EU or NATO. The course contributes to understanding the operational environment and the role of different actors in it. 

2. Course Outcome and Learning objectives

PSOCC consists of lessons on theory, case studies, practical exercises and a final exercise. Upon completion of the PSOCC the student should be able to:

  • Describe UN integrated and NATO comprehensive approaches at tactical level. 
  • Explain different actors and their role in a multidimensional peacekeeping operations mission environment with emphasis to guidelines, procedures and responses to violations of cross-cutting themes on tactical level. 
  • Conduct liaison activities with different actors implementing UN integrated in a multidimensional peacekeeping/support operations mission environment with emphasis to guidelines, procedures and responses to human rights violations of cross-cutting themes on tactical level.
  • Gain knowledge related to conflict crisis management, with emphasizes on
    • Gender Awareness
    • Cultural Awareness
    • Media Awareness

3. Student criteria

To be eligible to attend the PSOCC, nominees must fulfill the following criteria:

  • Military officers/non-commissioned officers, such as liaison officers, staff officers, unit commanders etc. who need special skills for conducting negotiation, liaison, cooperation and coordination with different actors in a PSO environment.
  • Rank mainly from OF-1 (2nd LT) to OF-4 (LTC), OR-7 – OR-9.
  • Police looking to apply for positions involving coordination and liaison with other international and local actors, such as Police Liaison Officers or Police Advisers. 
  • Civilians looking to apply for positions involving coordination with international and local partners, such as Human Rights Adviser, Gender Adviser, Political Adviser or Monitor. 
  • Language proficiency: Working level English language skill. Language testing is a national responsibility. The working language is English. No additional language training or translation is provided.
  • Have basic computer skills.
  • No previous experience from a PSO is needed. The course is ideal for students with no experience of PSOs.
